This image from the National Archives website depicts Mahoning Valley youth in ankle-deep water at Mill Creek Park’s Lake Glacier North End Spillway. The caption reads: “Glacier Falls, in Mill Creek Park is a popular recreational center.”
The May 1940 photograph is part of “The American Guide.” It was created by an unnamed photographer from the Federal Writers’ Project.
In its description of “The American Guide,” the National Archives noted: “The chief undertaking of the Federal Writer’s (sic) Project, established July 27, 1935, was to prepare extensive travel guides to all parts of the country. Some 4,500 previously unemployed writers helped to prepare a guidebook for each state plus Alaska, Puerto Rico and the District of Columbia.”
The Federal Writers’ Project was a sub-agency of the Works Progress Administration (WPA). President Franklin D. Roosevelt created the WPA during the Great Depression. The New Deal agency, which was later renamed the Works Projects Administration, existed from 1935 to 1943.
How to find the spillway
The Lake Glacier North End Spillway is located between Price Road and East Lake Glacier Drive (see satellite map below) in the north end of Mill Creek Park. Price Road connects Weaver Road to Fellows Riverside Gardens.
