The Public Library of Youngstown & Mahoning County will host a countywide series of public presentations featuring Mahoning County Auditor Ralph Meacham, focused on five new property tax laws passed by the Ohio General Assembly and their impact beginning in 2026.

The five new property tax laws include:

  • HB 96: enhanced owner occupancy and homestead exemption.
  • HB 186: Inflation cap on 20 mil floor for school districts.
  • HB 335: Puts an inflation cap on inside mils.
  • HB 129: Changes 20 mil floor calculation.
  • HB 309: Outlines the authority of the Budget Commission.

The programs are designed to help residents understand how the new legislation will affect taxpayers, as well as property tax–supported entities including schools, municipalities, libraries, first responders and townships. Each session will provide an overview of the five bills and offer residents an opportunity to better understand how changes to property tax policy may affect their households and communities.

The series will be held at multiple PLYMC locations across Mahoning County:

“These changes to Ohio’s property tax laws are going to affect homeowners, businesses, and the services our communities depend on,” said Mahoning County Auditor Ralph Meacham. “It is important that people understand what is coming and what it could mean for them and their families. These sessions are about walking through all of that with the public in a clear, straightforward way so residents can make informed decisions.”

By hosting this series, we are helping make sure residents across Mahoning County have access to clear, reliable information about changes that will affect their households and their communities,” added Aimee Fifarek, PLYMC director and CEO.
